Which Showerhead Flow Cap Applies to Your Florida Permit?

What the 9th Edition Change Says and How Final It Is
NFM Plumbing reported on August 10, 2026 that Florida’s 9th Edition plumbing code comparison reduces the listed showerhead maximum from 2.5 GPM to 2.0 GPM. The same review said the state’s June work plan describes December 31, 2026 as a planned effective date, and that a final hearing, rule filing and code publication remained outstanding as of July 21, 2026 (NFM Plumbing’s status review). The public-comment period on the comparison ended August 10, 2026.
Revolution Contractors wrote on July 13, 2026 that the 9th Edition takes effect December 31, 2026 and applies to permits filed on or after that date (its summary of the MEP changes). That is the clearest statement of the transition trigger in the record, but it is a contractor’s summary, and it predates NFM’s more cautious read.
Both are commercial secondary sources. Neither is the code text, the adopting rule or an official filing, and the same date repeated across contractor websites does not give it legal effect. The defensible position is narrow:

Behind the counter I would put it this way: a 2.5-GPM head is fine on any permit you file this year, and a 2.0-GPM head is fine under both editions. If the job might slip past New Year’s, the 2.0 head is the one that cannot come back to bite you.
Five Different 2.0 and 2.5 GPM Numbers That Get Mixed Up
Customers quote “the 2.0 rule” and mean five different things. A federal product standard, a voluntary efficiency label, a green-building criterion, a proposed state code provision and a local construction requirement each answer a different question.

A standards-policy overview puts the national showerhead standard’s start in 1994 at a 2.5 GPM maximum. A September 2023 plumbing-industry summary lists the same 2.5 GPM federal figure and reports the Miami-Dade and Broward new-construction figures in the table, while warning that it covers selected provisions and may not represent every local jurisdiction (PMI’s dated summary). Treat both county numbers as leads to confirm, not current law.
Florida Water Star requires a single showerhead rated at 2.0 GPM or less for its Silver, Gold and Commercial/Institutional certifications, and says an inspector may verify that with a flow-rate stamp, a WaterSense label or a flow-bag test (Florida Water Star showerhead criteria). Those are program checks, not proof of code compliance for a given permit.
None of these benchmarks tells you which Florida code edition governs your installation. Only the building department for the address does.
Which Edition Governs Your Permit
Start from the installation address, not the product listing.
- Identify the jurisdiction. Record the county and municipality. The responsible building department is the only place that can confirm which code edition and which local amendments apply.
- Classify the work. New construction, permitted bathroom renovation, shower-system alteration, showerhead-only replacement, or maintenance in a rental or managed property each may be treated differently.
- Ask whether a permit is required. Do not decide this from the job’s apparent size. Ask.
- For permitted work, record the filing date. One source ties the new edition to applications filed on or after December 31, 2026; the later review calls that date planned and the adoption steps unfinished. Ask which edition governs that exact permit.
- Flag transition cases. Get a written answer if the job involves a permit amendment, phased construction, an older permit awaiting inspection, work that may not need a permit, an ordinary fixture swap, or a project-specific exception.
- Check local provisions. This matters most where local rules may differ, including Miami-Dade and Broward.
The available evidence does not say whether an existing 2.5-GPM head is grandfathered, must come out, or may be replaced like for like. If that is your situation, ask in writing.
Identify the Exact Head Before You Order
Tie any flow-rate decision to the exact product and shower arrangement, not to a seller’s description.
- Find the manufacturer. Look for a name or logo on the face, neck, handle, hose fitting or trim.
- Record the exact model number. Use stamped or printed identifiers, not appearance.
- Note the type and connection. Fixed, handheld or combination, and whether it attaches to a shower arm, hose, slide bar, diverter, or proprietary fitting.
- Photograph the flow marking. Capture the maximum GPM and any stated test pressure.
- Map the configuration. Record every outlet and whether more than one can run at once.
- Keep the paperwork. Retain the packaging and the manufacturer’s specification sheet.
EPA’s WaterSense directory can be searched by manufacturer and model and filtered for products rated at 2.0, 1.8 or 1.5 GPM or less. EPA warns that non-certified products are sometimes advertised as WaterSense labeled, so check the exact model in the official WaterSense showerhead directory rather than trusting a logo in a product photo.
Search with the most distinctive characters in the model number first. Directory entries often use symbols such as an asterisk, a pound sign or an X as placeholders for finish and color codes, so a full retail SKU may not match the listed base model.
WaterSense Proves Efficiency, Not Code Compliance
A WaterSense label does not by itself establish compliance with any Florida state or local requirement.
WaterSense-labeled showerheads use no more than 2.0 GPM and must be independently certified against EPA’s water-efficiency and performance criteria, which cover flow across different pressures, spray force, spray coverage and pressure compensation (EPA’s WaterSense showerhead guidance).
The archived EPA showerhead FAQ says fixed and handheld heads can qualify, and that a combination device must meet the requirements for its individual heads and for the complete device in every operating mode. Body sprays and retrofit flow-control devices are excluded from that archived specification.
So “low flow” does not mean WaterSense-certified, and WaterSense-certified does not mean acceptable for a particular layout, permit or local code condition. The label answers the efficiency question; the building department answers the code question.
Check the Valve and Multi-Outlet Layout Before Dropping Flow
Before replacing a 2.5-GPM head with a 2.0-, 1.8- or 1.5-GPM model, trace the complete water path. A single fixed head, a single handheld, a fixed head and handheld on a diverter, a transfer valve that allows outlet combinations, multiple outlets that can run together, and body sprays are all different systems. A marking on one head does not describe how the assembly is rated or treated.
Mixing-valve compatibility is the other check. Archived EPA guidance recommends comparing the marked flow ratings of a lower-flow showerhead and an automatic-compensating mixing valve at 45 psi (archived WaterSense FAQ). That is product-compatibility guidance, not evidence that Florida uses 45 psi as a legal test condition or that the final 9th Edition carries the same instruction.
Pull the manufacturer’s documentation when the valve’s minimum-flow marking is unreadable, the valve model cannot be identified, a handheld is being added to a fixed-head installation, multiple outlets can run together, different modes carry different flow ratings, or a body spray or retrofit restrictor is involved. Fixed heads, handhelds, body sprays and multi-head systems are not guaranteed identical treatment under product standards or code.
How to Verify the Rule Before You File or Buy
- Read the final Florida Plumbing Code publication. Use the complete 9th Edition text, not the proposal comparison or a contractor summary.
- Locate the adopting rule or official filing. Confirm the adoption process finished and check whether the proposed language changed before publication.
- Confirm the effective date and transition terms. Ask whether applicability turns on permit application, permit issuance, amendment, construction start, inspection or another event.
- Call the county or municipal building department. Give the installation address, the project description and the permit details, and ask which edition governs.
- Ask about local amendments. A local requirement may be stricter than the statewide provision.
- Request written clarification for edge cases. Cover ordinary replacements, existing installations, grandfathering, amended permits, phased projects, multi-outlet systems and simultaneous operation in one request.
- Keep the record. Specification sheet, exact model number, flow marking, certification result, permit information and the department’s written answer.
For a Florida job in 2026 the right number is not picked from “2.0” or “2.5” in the abstract. Settle which jurisdiction and code edition govern, then match that cap to the marked flow rate and configuration of the exact head or system you are installing.
